With the support of the Civil Society Foundation, the Rule of Law Centre analyzed the activities of law enforcement agencies during protests. The main findings of the report relate to the following issues:
The goal of the Rule of Law Centre was to investigate cases of disproportionate use of force and systemic violence used by the state against peaceful demonstrators, to assess the state’s response policy regarding crimes and other violations committed by law enforcement officers, and to analyze the administrative and criminal prosecution mechanisms used by the state against protest participants.
The research analyzes international and national standards, crimes and other violations committed by law enforcement officers; information/data and reports disseminated by law enforcement agencies; the experiences of lawyers and representatives of non-governmental organizations; criminal and administrative cases; evaluations by international and local organizations; and statements and reports issued by the Public Defender.
