Position: Programmer

Duration: 4 months (half-time)

The project “Towards establishment of internet transparency” of OSGF program “The Rule of law and Public Administration” has been implemented since 2006. The project aims at establishing practice of publication and reception of public information electronically and promotion of e-management. To meet these aims, relevant draft law was elaborated which including other duties, foresees integration and filing of existing public information in the central database of Public information. A standard form of public institution web-site and minimal technical parameters were elaborated. In the second phase of the project which will be launched in 2008, it is planned to equip and operate local information centers in Georgian regions that will give possibility to the population to search for and obtain public e-information free of charge.

Job description:

Elaboration of closely related two programming modules:

  • – First module – Creation of simple and efficient program (control panel) for designing and maintenance of web-sites and web-pages;
  • – Second module – Program for automatic uploading of information from various sites deigned on the basis of the same control panel, saving to data base and search engines.

Requirements:

  • – Minimum three years of experience in utilization of PHP and/or C+, C# program;
  • – Experience in creation and management of database;
  • – Thorough knowledge in networking;
  • – Sense of responsibility, ability to work efficiently under tight deadlines.

The programmer will be given up to 4 months for implementation of the work from December 1, 2007. One-time fee of USD 5,000 for service will be reimbursed upon finalization and successful testing of program module.
