On July 2, International Civil Cultural Center and Open Society Georgia Foundation presented report on the evaluation of local government reform – “Local Government in Georgia in 1991-2015”.
The first section of the report describes local government system development trends in Georgia in 1991-2012 and evaluates decentralization process. The second section covers the preparation phase of the reform, the political process of preparing and adopting the Local Government Code in 2013, as well as the reform process and problems faced after the adoption of a new law in 2014 and prospects for the development of the reform.by January 2015.
The presentation was attended by Mayor of Tbilisi David Narmania and representatives of international organizations, non-governmental organizations and local governments.
The report has been prepared within the framework of the project “Civil Society for Decentralization”. The major goal of the project was to promote and support the local government reform, analyze situation within the local government sector and monitor the reform process and raise public awareness about the local government reform process.
