IDP Collective Center Rehabilitation Research Outcomes and Recommendations

On September 23, Transparency International Georgia published a new report on the IDP housing rehabilitation projects with the financial support of the Open Society Georgia Foundation (OSGF).  The research was conducted as part of the ‘Support for Aid Efficiency’ project.

Since the conflicts of the 90-ies, IDPs have lived in the collective centers, the rehabilitation of which was launched in 2009 by the Municipal Development Fund of Georgia (MDF).

The research assesses the quality of works conducted as part of the repairs and gives the analysis of IDP views about the rehabilitation works. The focus is made on the west Georgia, which accounts for around 80 per center of the rehabilitation works.  The research has identified problems in the quality of refurbishment conducted in a number of IDP centers in this region.

The research found that:

• Most of the IDPs involved in the research said their living conditions comparatively improved  after they moved to the repaired buildings;
• Of 22 collective centers surveyed 5 were in quite a good condition, however 17 had significant defects;
• MDF and construction companies have not taken appropriate measures to remedy the defects;
• Apartment privatization process should be accelerated significantly.

Apart from outcomes, Transparency International Georgia has come up with recommendations for the MDF, the Ministry of Refugees and Accommodation of Georgia and local municipalities.  The recommendations basically deal with the coordination of the rehabilitation process, supervisory mechanisms and communication with IDPs.
