On May 23, the Institute for Development of Freedom of Information (IDFI) published rating of public agencies according to information access and named the most accountable and inaccessible public agencies. The report covers the period from October 1, 2013 to March 1, 2014.
“We wanted to reveal the extent to which public agencies have maintained positive trends in terms of access to public information, observed since the initial phase of political changes after the parliamentary election held on October 1, 2012. It should be noted that since the government has changed, the indicator of information release has been significantly improved in a number of institutions. Especially in the case of the Ministry of Defense, from where the information could have not been obtained till 2012, while after the change of government it has increased by 80%. In 2013, we held the conference on this issue. Since then, the rate of this ministry has increased by 3%” – said Giorgi Kldiashvili, the representative of IDFI.
During the reporting period, the institute appealed to 29 central public agencies with 493 requests; it has been discovered that a certain number of Ministries hide information, the detailed disclosure of which was supposed to have been ensured at the initial stage of the political changes. In contrast with this fact, more closed institutions have shown better results.
